As for the first One Piece, from my knowledge, they changed his color to avoid racist comments.

They kept Rouge's cleavage throughout all of season 1 and 2 then started to remove it in Season 3 for some reason. Did it take them that long to notice they had missed something to edit that might've actually been worth editing?

Because it could be considered offensive to black people as a racial stereotype of how they look, or something like that. It's the reason Jynx from Pokemon got changed a bit as well.

I'm not too surprised, 4kids want the show to be family oriented. If they let the show be raw (except for censoring the f and s word) then parents might be pissed off for seeing a video game character all teenage oriented. As for rouges clevage...maybe they got emails about it for being sexist.

Many kids shows (involving animals or not), even Disney movies, show breasts, and yet the kids go and see them.
